Jeff Leitner is a civic and behavioral designer based in Chicago. Over three decades he has designed institutions, models, plans and tools that change how groups of people behave, for governments, foundations, cultural organizations and companies, including the U.S. Department of State, NASA, the Poetry Foundation and the Aegis Trust in Rwanda. His own projects include Insight Labs, a philanthropic think tank, and a New America fellowship on the right sequence for achieving the UN Sustainable Development Goals.

He set out the practice of norm design in Stanford Social Innovation Review in 2026. It is taught in the doctorate in social innovation he designed and launched at the University of Southern California, where he was Innovator in Residence.

He is currently Designer in Residence at the Institute of Design at Illinois Tech.
